When not to convert PCM to HE-AAC

Starting point: PCM - PCM is raw pulse-code samples with no container or headers. Sample rate and width must be set by hand since headers carry none. Needs an HE-AAC decoder; plain AAC players may play only half the bandwidth. Encode HE-AAC (AAC (HE)) from PCM at 256k for music or 128k for speech, starting from the master.
